USDA’s Rural Energy for America Program: Key Steps For A Successful Application

The USDA’s Rural Energy for America Program, or REAP as it’s known is designed to assist rural businesses and agricultural producers in implementing renewable energy systems and energy efficiency improvements.

Applying for this program can be both challenging, and time-consuming for those seeking funding.  So we’ve compiled a list of steps to help you understand what is involved and how to proceed once you’ve determined to submit an application.   What follows are the key steps to completing a USDA REAP application:

1. Review Eligibility Criteria: Before you begin the application process, ensure that your business or agricultural operation meets the eligibility criteria set by the USDA. Eligibility is generally based on factors like location, type and size of business, and energy project goals.

2. Determine Project Feasibility: This involves evaluating the potential benefits, costs, and energy savings associated with the proposed improvements. Consider consulting with independent grant experts to ensure your project aligns with USDA REAP goals.

3. Gather Required Documentation:   Collect all necessary documentation, including financial records, project plans, and any other information required by the USDA. Detailed, accurate and most importantly, complete documentation will strengthen your application and expedite the review process.

4. Complete Application Forms: Fill out the USDA REAP application forms thoroughly and accurately. Pay attention to specific guidelines provided by the USDA to avoid delays.  You will also need to register your business on SAM.GOV, an official website of the U.S. Government.  This registration is required for any entity looking to do business with, or receive funding from the Federal Government.

5. Submit the Application: Once your application is complete, submit it to the USDA. Check in with your state’s Rural Development State Office and their preferences for the most up-to-date information.

6. Application Review: The USDA will review your application to ensure it meets all requirements. Be prepared to provide additional information or clarification if requested.

7. Environmental Review: Depending on the nature of your project, an environmental review may be required. This step ensures that your proposed improvements comply with environmental regulations. Work closely with the USDA to fulfill any environmental review obligations.

8. Award Notification: If your application is approved, you will receive an award notification from the USDA. This notification includes details about the approved funding amount, project conditions, and any additional requirements and documentation.

9. Complete Project: Once you receive the award, proceed with implementing your renewable energy or energy efficiency project. Adhere to the project timeline and guidelines outlined in the award notification. Submit all of your project receipts to the USDA for proof of project completion.

10. Monitor and Report:  After completing the project, monitor its performance and report on the outcomes as specified by the USDA. This may include documenting energy savings, environmental impact, and other relevant metrics over a specified period of time.
